To Saddam Hussein, the people of iraq, and whoever else it may concern:

I would like to personally apologize for the actions of my country. Obviously, I'm just a ordinary citizen, and I don't have any real political power. However, please accept my heartfelt apologies for the rash and unreasonable actions of my government. Please understand that these actions are taken despite the dissaproval of many, many Americans - possibly a majority.
While I do not approve of many of your policies, I do not feel that the U.S. has any reasonable call to speak of waging war against you for a infraction that the U.S. is far more guilty of than your nation. In particular, I don't think it's reasonable for the U.S. to threaten war against your state for weapons that were sold or given to your country by the United States.
I will take whatever actions I can think of that do not involve the use of force to attempt to make my government see reason.
